NEED HELP!!! Sentence correction

Hi Guys

I came across this sentence while reading economist  " when male truckers in eastern European countries that joined the European Union left for western ones, pressure to let women replace them increased"  is this up to GMAT english standard?

if Yes, then what role does  ,pressure to let women replace them increased  plays with respect to the whole sentence

Pressure to let women replace them increased means that there was pressure that male truckers be replaced by women...meaning female truckers.

This is my understanding. Please anybody correct me if I am wrong.

Dependent Clause (Start with Subordinate Conjunction when) : when male truckers in eastern European countries that joined the European Union left for western ones
Independent Clause : pressure to let women replace them increased
