I need to know, on the gmat exam, when I can fill out the noteboard. It takes me longer than a minute to set up the noteboard. Am I given the noteboard as soon as I walk in the door? Can I set it up during the introductory pages like the overall instruction section (and how long exactly is that)?

Yes, you will be given the note board as soon as you enter the testing area. You can fill it up before you start the actual sections i.e. during the time you ar ereding instructions.
