A.The official bird of Texas is the mockingbird, and that of Louisiana is the Pelican, but neither is seen with much regularity in either state.
B.The official bird of Texas is the mockingbird, and that of Louisiana is the Pelican, but neither are seen with much regularity in either state.




Example I have read:
Neither of the candidates is/are willing to support the bail-out plan.

Is neither always singular? If someone can explain, will be great...

When there is only neither, it is singular. However, when you have neither...nor.., it can differ depend on the closest noun to the verb.
For example, Neither Cindy nor her brothers are interested in bowling. Neither her brothers nor Cindy is interested in bowling.
