I really don't get the difference between between b and c. Grammatically they are both correct and also convey the same meaning.
Therefore, I don't think that this one is a good question. Any opinions on that?

Could you clarify why the original sentence is incorrect. Is it because the subject of the sentence has to be before neither?
What if it would have said "neither she faltered nor she hesitated"?
