"Neither A nor B" , "Or" follow //ism hence option A,D are ruled out. E is ruled out by simply reading (lol idk what rule), Down to B/C. Both are grammatically correct (I Suppose), but B is conveying the meaning in a very crisp and direct way, C seems to be passive. Hence B.

I really don't get the difference between between b and c. Grammatically they are both correct and also convey the same meaning.
Therefore, I don't think that this one is a good question. Any opinions on that?
