D

"one of the" should be followed by a plural noun.
so A and E are out

"in reporting" is incorrect in B
C didn't make any sense to me. its awkward and wordy

it should be New jersey 'has' not 'is' so A and B are gone
C changes meaning (report and reported cases) are different. also if you say that reported cases implies that cases are in report( not really ) still you are not sure whether one report is used or more for the cases(*reported *).

D is correct

E as Rashmi said one of (plural) is required

(E) New Jersey reports one of the five highest number of - meaning changes - New Jersey doesn't report

IMO D
A & B - New Jersey’s is formation is wrong
one of the is followed by plural noun that makes A & E wrong
C - wordy and awkward in light of D, besides C changes meaning

Guys, numbers of is always incorrect verb [Manhattan SC 2003, p.no.-23].

Is it a typo error?

should be (E)....was an easy pick.

"numbers of" is always wrong in GMAT as per MGMAT SC book.

Bewteen D and E ..
D is correct - does not change the meaning. I am guessing "Numbers" might be a typo error.
E changes he overall meaning.

Between C and D ....C is wordier .... "has a report of " turns report into a noun which makes it wordier

A - wrong use of possesive, numberS should be plural, because 5 numbers are discussed, not 1 highest.
B - wrong use of possesive
C - awkward
D - no possesive, clear meaning, plural in numbers. CORRECT
E - changes the meaning

"numbers of " is not incorrect by itself. "The numbers of" and "A numbers of" is wrong.

In the following link it is said that the expression the numbers of.. is almost always incorrect.

But, here 'the numbers of' is used in OA. Need expert opinion.

The sentence is referring to more than one number, and the plural of number is numbers. It's therefore natural to use the five highest numbers of here. So the sentence is essentially saying that there are 5 numbers at the top, and New Jersey has one of them (one of those 5 numbers).

why is E not the correct answer?? I feel the answer is E because the sentence is talking about one of the five highest number. So should be E right??

Option E changes the meaning original sentence.

We can't say a choice is wrong for "changing the meaning" unless it's very clear that the new meaning is wrong. There's a simpler problem with E: the singular "number" doesn't work with "five highest."
