A is the correct idiom.

No less a X than Y.

"no less an authority" is the right way to compare the adjective authority. Authority is not a substance that can be measured. "Not less than" is used when you are dealing with measurable entities, something like 'the quantity of water is not less than 2 liters' ... makes sense ?
