Ok! Can I ask you a question? If there were expectations when something happened, what happened after that something was over? Did the expectations disappear or don't we believe anymore that all war would end? This is the problem in B. The stint of the relative adverb 'when' denotes just the exact duration of the ' when' but not beyond.

D. Insofar as nuclear weapons were invented, it was widely expected
E. With the invention of nuclear weapons, there was wide expectation that
If we look at all the options above we narrow it down to B and E
When we take a closer look at the option B "When nuclear weapons were invented, expectation was that" there should be a connector between invented and expectation or an article should have been used to make the sentence grammatically correct.
Please let me know if my reasons for crossing off B are correct.
