There are twice as many dogs as (there are) cats.
The number of dogs is twice that of cats.

I always thought the better choice when talking about a number is to "double" it rather than say it was "twice as many as..."

Was that (double) a choice?

Many is for countable objects, while much is for uncountable objects. For instance, Many people eat much food.

So, in your sentence I'd say that many is correct. Also, double is prob better than twice as many as...

precisely what I implied through alternate phrasing

The statement:
The number of dogs is twice as many as the number of cats.
seems a little awkward. You are trying to say: The number is twice as many
I would prefer: The number is twice
(Note that here the subject is Number and not dogs)

However, if you use Dogs as subject, you may use "twice as many..."

Would like to have more opinions on this.
