The environmentalist main issue is pollution
The Spokesperson main issue economy versus pollution

The environmentalist could counter the spokesperson by pointing out that economy is not getting any better.

Choice A IMO fits

As for D. the issue here is pollution created by snowmobiles and not industrial pollution. So choice D is out of scope of the argument
