Answer: YES! of course. Kellogg and Cornell and Emory "regular" 1 year programs will consider you, and "special" senior programs like USC Ibear, MIT Sloan Fellows and Stanford MSx as well...

Question 2 ............ How one can assess his/her scholarship chances before the adcom decisions out or before applying?

Most schools only offer merit-based scholarships => that your scholarship chances are higher if your admission chances are higher.

How can the chances be higher? for both acceptance and scholarships? a few factors:
Diversity
International experience
High GMAT
Interesting professional experience and impressive progress
Leadership experience
Fit and research of the school
and more

Q: Should I apply in R2 this year or wait till R1 next year?
A: if your profile is “maximized” this year (good GMAT, good profile, perfect applications) then this year, if one of these elements will be better next year, then next year

Do schools, which accept both GMAT and GRE, give more weightage to GMAT than to GRE?
ALL shcools accepte both GREs and GMATs and they are indifferent to them. take whatever exam you feel you can do better in!

you can, but if you applied a month ago, you probably should be hearing back really soon
Although, no harm in sending an email to the school with your updates. worst case, they will ignore this

when reapplying to a school, the school will look for a major change. this can be in your GMAT score, in your workplace/position or other
and if you don’t have any change? chances are low... as they have already rejected you once
