Of the blue-chip stocks analyzed in a recent study, 30 percent both returned a dividend last year and increased in value at least 5% last year. What percent of the blue-chip stocks analyzed neither returned a dividend or increased in value at least 5% last year?

(1) Of the blue-chip stocks analyzed, 70 percent returned a dividend last year.
(2) Of the blue-chip stocks analyzed, 12 percent increased in value at least 10% last year.

IMO E because

Statement 2 (Below) is about at least "10%" increase instead of "5%" of the question, the percent for at least 5% increase could be greater than 10% or same we don't know...let me know if I missed anything

Answer is Option E.

We have 2 events:
X = stock increased in value by at least 5%
Y = stock returned a dividend

We know that :

P (both X and Y not occuring) = 1 - P(X or Y occuring)
 and 
P(X or Y occuring) = P(X) + P(Y) - P(both X and Y)

Here, P(both X and Y) = 0.3

Statement 1:

Since P(X) is unknown, we cannot determine P(X or Y occuring) . Hence this statement is insufficient

Statement 2:

Again, we cannot determine P(X) from the information - "12 percent increased in value at least 10% last year".
Hence we cannot determine P(X or Y occuring) . Hence this statement is also insufficient.

Combining both of them too cannot help us determine P(X). Hence both the statements don't help.
