Hi,
Two points..

1) it will be less than $$\sqrt{16}$$ or 4..
So D and E are out..

2)now 3.9 or 3.8 can be written as (4-.1) or (4-.2)....
When squaring it the MINUS part should be GREATER than 1 as 15 =16-1...
Minus part in 3.9^2 or (4-.1)^2 will be 2*4*.1=0.8, so it will be GREATER than 15.2..
(In case of (4-.2)^2, Minus part will be 2*4*.2=1.6..
B

Otherwise in such Q, just calculate B 3.8,. And then A or C, as B suggests...
Do not start other way, A, B,and C.. 3.7, then 3.8 and then 3.9

We know that sqrt(9) = 3 & sqrt(16) = 4

So sqrt(15) will naturally lie closer to 4.

You can test the remaining choices to determine which is closest to 15 (but NOT over it) & you'll find 3.8^2 = 14.44, making it the correct choice. 3.9^2 = 15.21 which puts you over the cutoff.

$$\sqrt{15}=\sqrt{x}$$

$$\sqrt{3}=1.73$$

$$\sqrt{5}=2.23$$

$$\sqrt{3}\sqrt{5}=2.23*1.73=3.85$$
