How can C be the Answer .. Certainly ( adverb) seems to modify "Question" ( Noun) which is incorrect It should be certain

I think the noun question is being modified by the adjective perplexing.
"certainly .. perplexing"
So the adverb certainly correctly modifies the adj perplexing here.
