I can tell who the guy is :) He is a South Indian (Tamil) actor/dancer called Prabhudeva. People in Tamil-Nadu absolutely adore him!

Oh .. nostalgia! We (North Indians) had just no idea what this song was about .. but still this song and Prabhudeva were so popular even in North India in those days.
