C is clearly the winner.
B and E rejected because of "had been", A is having clarity issue and D has the word "he", which is ambiguous.

A - the use of former is better than previous. The part ‘taking over from Vin resigned’ lacks clarity and needs something like who.
B) had been is used in case of two events in order to show the early occurrence of one event from another.
C) CORRECT
D) ‘as he’ is wordy and ‘who’ is a better option
E) the reasons of rejecting options B&D combined
