It's simply because if the 3% condition is met, the 7% will also be met, but the converse is not true. We can calculate the minimum daily requirement of vitamin E to be 1/0.07 ≈ 14.29 grams and the minimum daily requirement of vitamin A to be 1/0.03 ≈ 33.34 grams. As you can see, if we meet the daily requirement of vitamin A by eating 33.34 grams of the health food, we obtain more than the minimum daily requirement of vitamin E since we ate more than 14.29 of that food. This shows that we can ignore the higher percentage completely, because as long as the minimum daily amount of the smaller percentage vitamin is provided, the minimum daily amount of the larger percentage vitamin will also be provided.
