With a 700/Q43, you already have a fantastic score (it's right around the 90th percentile overall), so the fact that you were wait-listed does NOT necessarily mean that your GMAT score is the 'problem.'
I do agree that the Q43 is not going to impress anyone though, so retaking with the goal to raise THAT Scaled Score (while maintaining your other scores) is understandable. The Q43 means that you're really strong at the straight-forward "math" questions that you face, but you're missing out on strategy points and probably a bunch of DS points. You might also have a pacing problem, but I don't know you well enough to say that for sure. As such, your focus during this last month+ of study should be on tactics, pattern-matching, etc.
