Not necessarily. Questions from the integrated reasoning section appear in random order. One person might start off with a multi source question and another might start off with a two-part analysis question. Though by the end of the section, you will have seen each of the 4 question types along with a few experimental questions that can be from any of the 4 question types.
Indeed, that's what Kaplan has seen as well. The questions are not ordered by Q-type. This is important, as you may not see the exact number of each question type as other students do, since some will be experimental.
