My answer is (C). It took me 58 seconds.
I could not figure out why a comma is inserted between the subject and main verb:
the legal notion of “in loco parentis,” holds that ...
(A) There should be no comma before "so that ..."
What's more, the meaning of "so that" does not properly conveys the relationship between "take on some responsibilities" and "act as a guardian".
(B) There should be no comma before "so that ..."
"Act like" should be 'Act as"
(C) Comma is properly used before present participle phrase.
(D) "and" fails to connect two parallel parts.
Even if "and acting" is changed to "and act", there should be no comma before "and".
"its care" should be "their care".
(E) "like" should be "as"
"so" is superfluous.
