Otherwise means different manner /in another respect or way. but why this sentence use otherwise here? I can not understand otherwise here so can not make any understandable meaning here.
``The author of the book overlooks some of the problems and shortcoming in otherwise highly successful foreign industries.``

"otherwise" here means "except for what has just been mentioned".
This spoiled an otherwise excellent piece of work.
Their arrival livened up an otherwise dull afternoon.
