I go with A ... bargaining used as an adhective ..... do write in with the write one...

Exactly, bargaining counter is a bargaining chip is American English.

bargaining chip noun [C] (UK bargaining counter)
something which someone else wants that you are willing to lose in order to reach an agreement:
