Sheetika , "that is hiring" correctly refers back to the singular industry.
The "figurines and collector plates" are direct objects of the verb phrase "devoted to producing," which in turn modifies industry. Industry is the subject of the clause. Figurines and collector plates are not the subject of the clause.
Out of Maltania’s preoccupation with celebrities and trinkets has emerged a new industry devoted to producing figurines and collector plates that is hiring hundreds of workers each month.
The modifier "devoted to producing . . ." is essential, "mission-critical," and cannot be placed elsewhere.
In this instance, an exception to the modifier "touch" rule is at work.
I can move the phrases around:
A new industry devoted to producing figurines and collector plates that is hiring hundreds of workers each month has emerged out of Maltania's preoccupation with celebrities and trinkets.
