(1) x is multiple of 9
So x can be 0, 9, 18, 27, ....
We can see that there are no multiples of 9 in the given range. Thus our answer will be a definite NO, x does not lie between 20 and 26 both inclusive.
Sufficient

(2) x = 18
Clearly x does not lie between 20 and 26 both inclusive.
Sufficient

Target question: Is the integer X between 20 and 26 inclusive?

Statement 1: x is multiple of 9
Some possible values of x include: 9, 18, 27, 36, 45, 54, ....
Notice that NONE of the possible x-values are between 20 and 26 inclusive.
So, the answer to the target question is NO, x is NOT between 20 and 26 inclusive
Since we can answer the target question with certainty, statement 1 is SUFFICIENT

Statement 2: x = 18
if x = 18, then the answer to the target question is NO, x is NOT between 20 and 26 inclusive
Since we can answer the target question with certainty, statement 2 is SUFFICIENT

Answer: D

ASIDE: I believe you may have made the common mistake of confusing the answer to the target question with the answer to the sufficiency question.
I cover that common error in the video below (starting at 3:16)
