am bit confused. when using correct parallel construction such as " to do x and to do y", is it ok not to use the word "to" again after and???

OA is B
in the answer B why is there no "to" used after "and" and before "create"

I agree with B I think, the first thing to keep in mind is that there are 2 effects of unreasonable weather mentioned. i) cool vineyards enough to affect the overall size of the grapes and ii) create unwanted moisture that can cause mold in some grape varieties and deterioration in others
Separating the 2 with 'and' is enough, adding 'to' would not give more meaning to the sentence, so it would just be superfluous. Not required.

Out of the 5.... C,D,E are anyway out as we need an infinitive.... hence left is A and B..
If u notice..... 'create unwanted moisture that can cause mold in some grape varieties and deterioration in others' is not parallel to the 'affect the overall size of the grapes themselves'. Instead it follows it in sequence. Hence you don't need these clauses to be in parallel. Rather you need a subordinate / conjunction to give a follow essence to the same. Hence in B it uses ', and create'. This suffices the need and hence it is correct!
