As per Manhattan SC guide, The verb is equates the two parallel halves of the below sentence, both of which are action noun phrases.

Dr. King's "Letter from a Birmingham Jail" IS a condemnation of racial injustice and a call
for nonviolent resistance to that injustice.

How the first halve of the sentence (before IS) contains an action noun phrase? Isn't "Letter from a Birmingham Jail" a concrete noun phrase?

Believe the guide is referring to parallelism between condemnation and call, both of which are action nouns.
