Question:The blizzard deposited more than a foot of snow on the train tracks, prompted the transit authority to shut down service temporarily, and causing discontent among commuters who were left stranded for hours. Correct Answer: The blizzard deposited more than a foot of snow on the train tracks, [PROMPTING the transit authority to shut down service temporarily (and) CAUSING discontent among commuters who were left stranded for hours]. (Note the removal of the comma after temporarily.)
- blizzard happened - which resulted in shut down of transit authority and this resulted in discontent among commuters not the blizzard which deposited the snow. But using it in above way conveys blizzard depositing snow prompted shutdown and caused discomfort. This is incorrect right?

This is cause & effect type of SC questions. The effect of cause usually be mentioned in ing form and the effect action should modify or relate logically to the same subject or noun. Here, subject is blizard , deposited is verb, and because of that action, two effects happened, one, prompting X and causing Y.
Question:The blizzard deposited more than a foot of snow on the train tracks, prompted the transit authority to shut down service temporarily, and causing discontent among commuters who were left stranded for hours. Correct Answer: The blizzard deposited more than a foot of snow on the train tracks, [PROMPTING the transit authority to shut down service temporarily (and) CAUSING discontent among commuters who were left stranded for hours]. Statement clearly means suggests that prompting and the transit authority is not necessarily happening at the same time when discontent amongst commuters were caused. This means it not necessary to be in sequence. commuters were discontent before the service shut down itself

As given in the Manhattan SC on pg 107, -ed and -ing can be paired. Can anyone please explain why do we have to change it???
