It is difficult for teachers to be both popular and effective in helping students learn.
What is meant by the above sentence?
Case-1: It is difficult for teachers to be popular in helping students learn and it is difficult for teachers to be effective in helping students learn.
Case-2: It is difficult for teachers to be popular and it is difficult for teachers to be effective in helping students learn. (That is, popular has no relation with helping students learn. It is only talking about popularity and it is talking about learning with effectiveness?)
