I have some confusion about this sentence:
1. The teacher suggested that the students come to class on time and complete their homework assignments regularly.
2. The teacher suggested that the students come to class on time and that they complete their homework assignments regularly.
Sentence number 2 is correct with no doubt. However, is sentence number 1 correct? Can anyone explain?

I'm happy to respond.
Both versions are 100% correct. If anything, #2 is a little wordier, and #1 is a little more concise. In any clause, having two verbs in parallel is always fine. The parallel verbs don't even have to have the same tense.
What you are asking gets into the very tricky issue of dropping common words in parallel. This blog discusses that very issue:
