The question is "do you have anything to offer a VC backed startup"?
Startups are small operations they are looking for people with certain skills that can help them.
If you have some of those skills and have the experience you are looking for it could work.
It will still be pretty hit or miss.

Tech consulting would give you good knowledge of the industry and would be a pretty traditional action plan (less risk).

The best way to work for a venture capital firm is to become an entrepreneur yourself. A very successful one. Backed by venture capital. Once you are there and you have turned your startup into a successful one, do it again. You will shortly create a strong name in the start up community. At that point I think you will have a strong case for joining a venture capital firm. Hopefully one that has funded you in the past. You will be able to bring some unique skills to the venture capital fund as an owner-operator that firms will actually value. Good luck!

I have the same interests and questions as the OP, so it's great to see this discussion!

Another idea is to look at the profiles of the people who are already working in the industry, especially the associates. What kind of backgrounds do they have? For instance, I know that at a local firm, one of the VCs first worked as a product manager at a tech company post-MBA, then moved over to one of the portfolio companies of the VC firm she is at now, before transitioning into a VC position. So that's another route to consider!
