This statement is universal fact and will remain in effect forever. Therefore, it need simple present tense. So A, B and E filter in.
Now "periodic changes" needs plural verb, B is out.
Now A is correct because in E, COMMA, THAT is wrong.

Agree with gvij2017 about the need for simple present tense. I believe simple present tense is required for both verbs lead and create.
