The four possible scenarios are:
(a,b)
(-a,-b)
(-a,b)
(a,-b)
The first two imply a positive slope and the bottom two imply a negative slope.
1) Slope is negative. So it could be (-a,b) or (a,-b). Insufficient.
2) a<b. Can be true for all except (a,-b). Insufficient.
1+2) The only possible point is (-a,b). B is positive. Sufficient. ANS = C.

A slightly different approach:
stmt1 : slope is -ve => b/a either a OR b is +ve
Insuff.
stmt2: a b can be +ve or -ve
Insuff.
Combining, if b/a a is -ve => b/a will be greater than 0.
C.
stmt1 : slope is -ve => b/a either a OR b is +ve
Insuff.
stmt2: a b can be +ve or -ve
Insuff.
Combining, if b/a a is -ve => b/a will be greater than 0.
