If consumers keep the milk only for 3 days, they will buy milk again on the 4th day. So, it doesn't make much difference,if the limit is 4 or 8 days. A is my choice.
There is no mention about what happens to the milk in suboptimal conditions. So, E is out of scope.
B, C and D are either irrelevant or out of scope.

E is the answer! - it basically puts the doubt on the evidence provided for the conclusion. - "Under optimal conditions, pesteurized milk kept at 40 degrees ....at least 14 days."
A - becasue consumer will buy new milk maximum after 4 days, changing the storing limitation to 8 days should not be a problem. - strengthen the conclusion.
B - apparently strengthen the conclusion.
C - doesn't prove that changing the storing limit to 8 days would force store owners to have infrequent and large deliveries. it would just make it possible.
D - this would again strengthen the conclusion.
