You definitely have a challenge to overcome on the academics side. Focus on getting your GRE up, especially the Quant, which I'd love to see in the mid-150s or even higher. That is great you took an Econ course, I would consider taking another course in a quant subject (Accounting, Stats, etc.) before you apply, as having two courses shows even extra effort.
Otherwise your profile looks really strong, and unique, which will help you a lot in the process. Schools put Peace Corps applicants in very high regard.
I think you have a realistic list of target schools, assuming you can get that test score up a bit. And definitely keep up the outreach/networking - try to visit each school if you can, connect with students/alums, etc.
