Although that the traffic jam which is the common scene at Delhi, the capital of India, where the people belong a busy life is increased in daily for a lot, the authority —government of Delhi state— has taken no step to overcome, however, the situation.

Hello,

I see that no one has responded, so I will make an attempt. To be honest, you sentence is not well written. The sentence is long, contains unnecessary words, and the meaning is not clearly established. If I was writing such a sentence, it might go something like this:

Although traffic jams are common in Delhi, the government has taken no steps to overcome the situation.

I will also say that it is hard to determine what is needed in a sentence without broader content. For example, do you need to mention that Delhi is the capital of India? You might, but it does not seem relevant to the point you are trying to make.
