a year ago I already had an evaluation from Insead representative, he said that my profile is good for them (they selected me among other 9 guys from a pool of >500 applicants for these 1on1 meetings).
Currently, by number of people I was told that due to situation in Russia, applicants are having tough time, and the rate of rejections became substantially higher, though number of applicants decreased.
What do I need to succeed? Which schools I should select as a goal/stretch/safety?
Is there actually any bias towards Russian candidates in 2015-2016, can I overcome that?
Should I cancel any score below 750 if I want to receive a scholarship (considering situation with RUB, everything now costs double for me)?

Your career track seems to be great! Specifics worth highlighting include- promotion every year; industry knowledge and trust from top management to be given the meaty work (auditing largest Russian companies & IPO) and working directly with them. Do mention why you were not promoted.
Do aim for a high GMAT score, although you should not cancel if its not 750 (700- 740 is good
!!). For all you know, there may not be enough time for retaking and that can become a pain (time and money both). If you need to, retake the exam later and the adcoms will not hold it against you to have two GMAT scores.
Send out your GMAT reports to the b-schools where you have an interest in applying (mentioned above). You can still send out your scores to other b-schools at a cost. No problem here!
