it's not B because of ||ism .. to maintain is not parallel with for subsidizing
it's not D nor E because no need for passive voice or present perfect tense.. .simple past tense verb [proposed] should do it.
Now, between A and C I believe it's a matter of idioms. porposed to something or a proposed a something ?!
let me check ..
it seems like both are correct.
let's see what else makes the two options different
I dunno .. i don't see anything wrong with the original sentence to change it with C .. plus C somewhat changes the meaning .. it's allocated from prevous year.. not the amount from the previous year.
