In your case, I'd look at sites like USNews and BusinessWeek to find schools with some combination of:
  • High placement for finance function and industry
  • High mean scholarship amount
  • Low average debt load
  • Low cost of living cities

Using these as general filters, I came back with a decent list to check out:
  • Cornell
  • USC
  • North Carolina
  • Emory
  • Notre Dame
  • Washington St Louis
  • Rice

Also, I'm not familiar with any of these schools as far as loans to international students, so you'll have to research that on your own.
