"The inflow of immigrant workers into our community has put a downward pressure on wages. In fact, the average compensation of unskilled labor in our city has declined by nearly 10% over the past 5 years. Therefore, to protect our local economy, it is essential to impose a moratorium on further immigration'"
Answer :
The argument claims that the inflow of immigrant workers causes the compensation of unskilled labor declined and purposes plan to protect local economy by impose a moratorium on further immigration. This policy may be ineffective because the plan rely on assumption containing three serious flaws.
Firstly, this plan does not consider the jobs and skills of people of local community. If the jobs and skills of people in local community is different to that of immigrant workers, the local people's weight will not be affected by moving in of immigrant.
Secondly, this plan may cause the serious effect to local business because of lack of labors and increase of wages. If there are many jobs in cities that the local people do not have skills to do that jobs or do not willing to do that job, this policy may lead to increase of cost of the local business that effect to increase cost of living of local people without increase in wages of local people.
Finally, this plan is based on assumption that declined of unskilled labor cause only from the inflow of immigrant. However, there are many factors that may lead to decrease of compensation of unskilled labor such as technological improvement and business downturn. If the decline of compensation is caused by other factors that not related to increase of labor force, this plan will not be successful.
In conclusion, the plan to impose a moratorium on immigration is not a good solution for increasing compensations of local staffs because this plan neglect to consider skills of local staff, negative effect to local business ,and other factors that can cause decline in compensation.
