The argument is based on the assumption that current transportation system and recreation system is enough for the business to flourish. This assumption is far stretched in the sense that for the current city population the transportation system could be good enough but what if population increases due to migration once new business and factories start operating in the city, In which case the transportation system may not be sufficient for the city and could fail.
The argument states that the city has the lowest student-to-teacher ratio in the state but failed to provide evidence that quality of teaching and infrastructure in the schools are comparable to other cities, in the absence of which the argument fails to prove the fact that the citizens of the city are qualified enough as an employee for working in factories and offices for which the argument claims the city to be ideal.
