Passage type : Casue and Effect. we have effect, need to identify correct cause.

(A) Studies of many other cities have shown a correlation between improving economic conditions and decreased crime rates.
Wrong: Other cities is compared with the decrease crime rate city, casue is not mentioned, how it made crime rate reduce

(B) Prior to the enactment of the mandatory sentencing law, judges in the city had for many years already imposed unusually harsh penalties for some crimes.
Wrong: Judge many year impose of penality can also be a cause to bring down the crime rate, but to prove a crime, criminals need to be caught , to monitor such a high level of criminal activity, needs more police for survilance. this brings down the importance to bring down the crime rate.

(C) Last year, the city’s overall crime rate decreased by only 5 percent.
Wrong : Its only a information, without any casue, by which the crime rate was brought down is missing.

(D) At the beginning of last year, the police department’s definition of “violent crime” was broadened to include 2 crimes not previously classified as “violent.”
Wrong: this is irrelevant, just simple classification of criminals, which cannot bring down the crime rate.

(E) The city enacted a policy 2 years ago requiring that 100 new police officers be hired in each of the 3 subsequent year
Correct:
Increase in more man force lead to more monitoring, which makes easy to catch criminals and bring down the crime rate.

To weaken we need to find a cause other than last year's policy changes which might have influenced 15 percent decrease in the rate of violent crime.

(A) Studies of many other cities have shown a correlation between improving economic conditions and decreased crime rates.
Correlation( 2 events exist together) may not be a cause. Eliminate

(B) Prior to the enactment of the mandatory sentencing law, judges in the city had for many years already imposed unusually harsh penalties for some crimes.
This does not provide info on what caused a dip in the violent crime rate last year. This brings out for period before that when only penalties are ineffective for some type of crimes, maybe. Very vague statement. Eliminate

(C) Last year, the city’s overall crime rate decreased by only 5 percent.
We are talking only about "violent crime" here. "overall crime" is not relevant to the argument. Eliminate

(D) At the beginning of last year, the police department’s definition of “violent crime” was broadened to include 2 crimes not previously classified as “violent.”
Even though 2 more crimes were added as violent crimes, the crime rate has still reduced. Hence, this does not weaken but somewhat strengthen the argument. Eliminate.

(E) The city enacted a policy 2 years ago requiring that 100 new police officers be hired in each of the 3 subsequent years.
2 year ago policy went into effect. Hence even though there was no policy change last year, the older policy has been increasing the number of police officers which means more control over violent crime. Hence this is sensibly weakening the argument than any other choices.

Hence E is the best answer choice.

Police commissioner: Last year our city experienced a 15 percent decrease in the rate of violent crime. At the beginning of that year a new mandatory sentencing law was enacted, which requires that all violent criminals serve time in prison. Since no other major policy changes were made last year, the drop in the crime rate must have been due to the new mandatory sentencing law.

Which one of the following, if true, most seriously weakens the police commissioner’s argument?

(A) Studies of many other cities have shown a correlation between improving economic conditions and decreased crime rates. - WRONG. Irrelevant.

(B) Prior to the enactment of the mandatory sentencing law, judges in the city had for many years already imposed unusually harsh penalties for some crimes. - WRONG. Too narrow to impact the conclusion.

(C) Last year, the city’s overall crime rate decreased by only 5 percent. - WRONG. Not overall crime rate but violent crime rate only.

(D) At the beginning of last year, the police department’s definition of “violent crime” was broadened to include 2 crimes not previously classified as “violent.” - WRONG. Since broadening is part of the policy, PC's claim is strengthened instead.

(E) The city enacted a policy 2 years ago requiring that 100 new police officers be hired in each of the 3 subsequent years. - CORRECT. A possible reason that may have led to the result, thus weakening PC's claim.

Guys,

It is almost uniform explanations for the selection of the option E. But there is a big, fat "BUT"

(E) The city enacted a policy 2 years ago requiring that 100 new police officers be hired in each of the 3 subsequent years.

Why 3 years condition is being overlooked. If 100 new policemen are to be onboarded then it should be effective only in the next year. Then why the violent crime dropped in the last year ? Why did we assume that the hiring of 100 new policemen was made effective two years back only when the plan was conceptualized not that first batch of 100 policemen would be coming onboard only in the next year(2+1 = 3 years)
