D is the answer, to weaken we need to identify some shortcomings of small businesses over large business.

Option D clearly states that majority of small business does not sustain after 3 years, leading to further unemployment.

(A) out of scope. Employment satisfaction does not have anything to do with what the question is asking us to do.
(B) Again, out of scope. Job skills does not have anything to do with reducing unemployment long term. This also support instead of weakening the argument.
(C) Out of scope. The passage does not talk about budgets or anything related to finance.
(D) This is the right answer because while small businesses create more jobs than large businesses, if within three years most of these small establishments fail, the goal to reduce unemployment LONG TERM will fail.
(E) Out of scope. The passage does not mention anything about campaigns nor politics.

BcarcassPolitician:Each year, small businesses create more jobs than do large established businesses. Therefore, in order to reduce unemployment in the long term, we should provide incentives for starting small businesses rather than for expanding established large businesses.
