in E, 'economical' wrongly modifies 'items', we want the sentence to say that the people are being economical not the items!

D is the correct answer. The sentence is saying poor people have nothing on which to cut back on since they are already buying the cheapest foods.

This was a tough one. OA is D.

Originally I excluded "D" because of the phrase "on which". My thought was the rule that "which" is usually wrong unless it follows a comma (modifier).

B& C out b'coz "there" doesn't have antecident.

D is the answer and makes the sentence meaning clear

D. Poor people, have no items on which to economize

E. Poor people, have no items that can be economical

D brings out the meaning clearly
