This sentence implies:
1. The Maya people are the indigenous people of southern Mexico and parts of central America
2. The Maya people are known for their brightly-colored yarn-based textiles
3. This textiles are woven into capes, shirts, and dresses.
"people" after the Maya ellipsed, the Maya, the English, the Spanish are always plural.
"who" modifies slightly far away noun "indigenous people"
because prepositional modifier "of southern Mexico and parts of central America" that modifies people cannot be placed anywhere in the sentence without distorting its meaning.
"that" modifies "textiles" - plural - are woven - plural.
