Yesterday was the deadline for our receipt of completed surveys from doctors who were invited to participate in the Medical Practice Priorities Survey. Did we get enough returns from this original group of invitees to get reliable statistics? Altogether we got exactly 350 actual survey completions. We need at least 700 and were hoping for even more, so we plan to invite a second group to participate. Both the results from this first group and other research indicates that with this type of survey and this type of participants there is about a 40 percent probability that any given invitee will submit the completed survey in the time we'll allow. (Obviously that doesn't mean that if we invited 1,000 we'd necessarily get at least 400, so we need to think in terms of the risks of getting too few returns or exceeding the budget.) All of the participants who submitted their surveys by the deadline will get the $50 payment we promised. I see a lot of random answers for 3rd but IMO the admin clearly says "we will honour.... to pay each participant $50.. " hence he is willing to risk exceeding the budget. That's why the answer is YES.

1.  No,  as opposite of whats mentioned can be inferred, from the 3rd email sent by the administrator : "However, we will need to try not to exceed the total amount that is budgeted for this purpose.", implies that he would try not exceed the participants, but he is also not unwilling.

2.  No  - this again cannot be inferred, since in email 2 by the project coordinator, he suggests: "Both the results from this first group and other research indicates that with this type of survey and this type of participants there is about a 40 percent probability that any given invitee will submit the completed survey in the time we'll allow. (Obviously that doesn't mean that if we invited 1,000 we'd necessarily get at least 400, so we need to think in terms of the risks of getting too few returns or exceeding the budget.) " , 
implying that he is ready to exceed the budget, and the no. of participants also.

3.  Yes , again as mentioned in the 3rd email by the administrator: "However, we will need to try not to exceed the total amount that is budgeted for this purpose.", reasoning same as that for the 1st one.

Could you please throw some light on what exactly inference means ?

For Q3, the statement is discussed in the passages . Does that mean the statement is inferred from the passage? 
For Q2, the statement is not discussed , so we cannot infer from the passage?

If we can guarantee of happening or non happening of an event based on a set of data it means we can infer, If we are not sure about the outcome or conclusion of something based on the data it means we cannot infer. (If we are doubtful it means we cannot infer that).

If something is discussed it doesn't mean we can infer we have to check what question is demanding. In this question we can guarantee (by reading the data given in the question) that The administrator is not willing to accept forms more than the budgeted. the statement  "However, we will need to try not to exceed the total amount that is budgeted for this purpose."  guarantee this so can infer this information.

For Q2, the statement is not discussed , so we cannot infer from the passage?

We can not guarantee (by reading the text given in the question) this piece of information so cannot infer it. Even if it had been discussed in some doubtful pattern in the question we cannot infer then too.

Just to get it correct, if Q3 mentions "not willing instead of willing , what could be the answer?" Q3: The administrator is not willing to accept some risk of exceeding the budget for compensating participants.

I actually think it's quite clear (for 2) that the coordinator does not expect that they will meet the target (hence the proposed contingency plans).

How? 
How can we interpret "not to exceed" as "willing to accept"?
Is there something, such as an undertone which can only be understood by native speakers, I missed?

For those of you wondering why is it NO for the third option, the admin says we WILL TRY not to exceed. However, the budget might be exceeded.

Summary

The requirements of the project were more than or equal to 700 responses for reliability, however, 350 responses have been received. The project coordinator is contemplating to send invites to a second group and checks the overall budget with the administrator. Since out of $45,000, $50 will be paid to 350 respondents, the remaining amount is $27,500 with the aim of not overshooting the budget. $27,500 translates to 550 responses. Since 550 represents a probability of around 40%, the second group to whom invites should be sent must comprise of 1,375 doctors. Both the project coordinator and administrator DO NOT rule out the possibility of overshooting the budget since the 40% probability may not necessarily work in all cases. But these back of the mind calculations help us visualize the entire situation.

Solution

The first statement is a NO because nowhere does the administrator show any unwillingness to invite the same number of participants in the second group as done in the first group. The second statement is a NO because the project coordinator entertains both possibilities - receiving less than 700 responses and overshooting the budget. But nowhere does the coordinator state that the goal of more than or equal to 700 responses will not be achieved. The third statement is a YES because in Email 3, the administrator writes, "However, we will need to try not to exceed the total amount that is budgeted for the purpose." So, there is some degree of willingness to take risk on the part of the administrator in terms of exceeding the budget.
