can someone give a clear explanation why we chose C over D. How is C parallel?

Alright guys, The reason why C is correct, I think atleast.

Basically, Option D makes no sense because what is remaining competitive in the ever changing market? We don't know.

Whereas in C, Companies use aluminum to meet fuel efficiency AND they use aluminum(because) to remain competitive in the market.

I hope it makes sense.

In C -- TO meet XXXX and remain yyyyy ... ie To meet xxx and To remain yyyy -------- good

In D --- Turning to aluminum to meet fuel efficiency standards is modified with remaining yyyyy ...

a better parallelism is C

Having gone through the question and your query, we believe we can resolve your doubt.

Option D alters the meaning of the sentence through the phrase "remaining competitive"; the use of the "comma + present participle ("verb+ing" - "remaining" in this sentence)" construction incorrectly implies that newer automobiles are now using aluminum to meet new fuel efficiency standards and as a result remain competitive in the ever-changing market; the intended meaning is that newer automobiles are now using aluminum to meet new fuel efficiency standards and as a separate action remain competitive in the ever-changing market; remember, the introduction of the present participle ("verb+ing"- “remaining” in this case) after comma generally leads to a cause-effect relationship.
