Official answer is C. But can anyone help me in understanding why D cannot be the answer.

Hello, minns. The source of the question is either dubious or a transcription error has occurred. To draw a proper automobiles-to-automobiles comparison, only (C) and (D) can be in the running. Choice (C), by using and without a comma, is placing two elements in parallel. The problem is, those two elements are not, in fact, parallel.
(C) newer automobiles are now using should be parallel to
[newer automobiles] remain competitive
Meanwhile, choice (D) opts for a participial phrase after the comma, allowing the -ing phrase to comment on the entire previous clause, as though there were an explanatory thereby at the head of the phrase.
(D) newer automobiles are now using aluminum to meet new fuel efficiency standards, [thereby] remaining competitive...
Choice (D) makes perfect sense, while (C) is questionable. Beware of random sources of questions, particularly if those questions are not official (published by GMAC™). It is not as though you cannot learn anything from them, but they may prove more trouble than they are worth.
