I pick (C) but I have to say that the language of the question is very confusing.

I was highly confused between dedicated repair crews and sign-repair crews. are these 2 different crews? if not, then why did the author use two different terms to refer to the same group?

Yeah. If C is true you don't need the workers anymore and the argument is undermined considerably.

clearly, if the if the cost of replacement is lesser than the repair of the sign board than there is no need for repair workers hence the C is right
