From statement 1, money spent on Deli B = weighted average price per kg*6 = (2*16+18*7+20*2)/11*6 = 198*6/11 = 18*6 = 108. Now we don't know anything about the composition at Deli A. If Julian bought only Swiss cheese, money spent on Deli A would be 19*6 which is greater than 18*6. On the other hand, if entire money was spent on American cheese then it is 15*6, less than 6*18, so insufficient.

From 2, the money spent on cheese is =(15*6+17*2+19*1)/9*6 = (143/9)*6~15.94*6
Here also we do not know the exact composition at Deli B, but we do know that minimum spent at Deli B would be 16*6 as cheapest cheese costs 16 per kg, so money spent at A would always be lower than spent at B, Sufficient.

Do you mean :

if entire money was spent on American cheese then it is 15*6

instead of :

if entire money was spent on American cheese then it is 15*9

Yes my question is

Amount of cheese purchased is fixed(6kg)for both Deli A and Deli B. but in Deli A ratio is saying 9kg cheese purchased.

while solving 
Statement 1
from ratio we can see that 2 :7 :2

Same amount of amercian ans swiss cheese is purchased

so all in all average will be 18

Statement 2
6 : 2: 1
its saying 9 kgs cheese purchasede least
average is 16 less then then the least price of cheese i.e 16 at Deli B.so more price is spend at Deli B
