could someone explain these three questions to me?
i was able to get them down to get them down to 2/3 split but i still got them all wrong

A,B,C straight away can be eliminated becuase declining values is a plural word and plural verb "are" has to be used.
between D and E, E is more precise in terms of usage. You always say collateral against which x borrows

C and D can be eliminated because adjective "USUAL" has to be used instead of adverb "USUALLY" to modify noun.
Now among A, B and E ->> wetter than usual is more concise and idiomatic expression. This eliminates A & E
B is the correct answer.

B In this question present perfect tense has to be used.
POE:
many people Who ... is the correct usage. "that" cannot be used, hence A & C can be eliminated.
this leaves with B,D,E
E can be eliminated because if you look at the statment there is a work "now" which indicates that the statement is a present perfecte tense
between B & D
B is more precise and correct. -------------------
