Hi, I will really appreciate some help!
In the following sentence, which can correctly replace "X" - "which are expected" or "have been expected" and why?
The university is building new dorms, "X" to be completed by August 2015.
I was told that the correct answer is "which are expected", but if the building of the dorms is already ongoing and will continue into the future, isn't it more appropriate to use, "have been expected to be completed by August 2015"?

"which are expected" is correct.
By the way, "have been expected" is not future perfect. Future perfect is more like "will have been...".
