I dont know if the marked answer is the OA but that certainly looks right when compared to the others.

I think this is (B).(B) says tied to the prime are interest rates not only on x ...... but also on y.

Point to remember is the sentence structure after not only must match the sentence structure after but also.

Additionally, the colon (:) is used here to define. tied to the prime...
